Concept Plans

When administered by the Current Planning section, concept plans are required for residential developments of 25 or more lots and for non-residential projects of four acres or more, multifamily developments included. The requirement comes from the concept plan rules in the Unified Development Code (UDC).

A concept plan has to show how a project fits the natural lay of the land and works with existing drainage. Residential developments larger than 24 units or 8 acres must set aside 12 percent of the site as common open space, and large multifamily complexes must be at least 3,000 feet apart. Every plan must include drawings of the integrated design practices and site design techniques the developer intends to use.

Floodplain Management

The floodplain management rules in the UDC follow best practices that satisfy state, federal and regional integrated stormwater management (iSWM) standards.

Maps and more details about the city's floodplain plans are on the Engineering Division's Floodplain page.

FVTV's "Grow With Us"

This public program on FVTV shows viewers how to save water and protect the environment, garden organically and choose native and adapted plants. Past episodes can be watched through FVTV.

Stormwater Quality Management

Stormwater quality programs exist because of rules the Environmental Protection Agency (EPA) issued under the federal Clean Water Act. Cities must hold a discharge permit, which in Texas comes through the Texas Pollutant Discharge Elimination System, the state's counterpart to the national system. Each permitted city must also run a thorough program to find and remove, as far as is practical, the pollutants that storm water carries.

Unified Development Code

The UDC's landscaping and screening standards:

  • Offer a native or adapted plant option that saves water
  • Allow nonpotable or gray water to be used for landscape watering
  • Call for weather-based irrigation controllers fitted with moisture, wind and freeze sensors
  • Call for drip irrigation in every shrub and groundcover bed
  • Require underground irrigation along street frontages
  • Award tree credits that reward keeping existing trees
  • Allow rainwater harvesting devices anywhere except utility easements and required setbacks
  • Include a list of native and adapted trees, shrubs, groundcovers and grasses

The UDC's parking and loading standards:

  • Lower the number of parking spaces that new projects must provide
  • Permit cellular grass paving in overflow parking areas

Water Conservation Plan

The City Council adopted the Water Conservation Plan by resolution and approved an ordinance that lets the city enforce certain required parts of the plan.
