Management Services

Management Services brings together three divisions: Budget, Internal Audit and Purchasing. The department builds and tracks the City's budget, reviews how well City operations are working, buys the goods and services the City needs, oversees debt management, and handles special projects and financial analysis assigned by the City Council and the City Manager's Office.

Budget

Budget staff develop and monitor both the operating budget and the capital projects budget so that City revenue is put to the most cost-effective use.

Purchasing

Purchasing staff obtain goods and services efficiently and on schedule, following every applicable federal, state and local law.

Internal Audit

Internal Audit helps make Fredville a better place for every resident. The team carries out audits under recognized professional standards to identify where City operations can improve.

Auditors share their findings with departments to help them work more effectively and efficiently, tighten internal controls and safeguard City assets. The division also checks on past recommendations and takes on special projects when asked.

What We Do

  • Audits: Many people hear the word "audit" and think only about money. Our work focuses on performance audits, which show leaders what is going well and where there is room to improve.
  • Recommendation follow-up: Together with City management, we test how far earlier audit recommendations have been put into practice.
  • Special requests: At the request of the City Council or City management, we take on projects that answer a particular question. These projects do not include recommendations for improvement.

Debt Management

Management Services oversees how the City borrows and repays money, with the goal of keeping Fredville financially stable over the long term. Staff manage municipal bond sales, keep track of debt service payments and weigh funding options for capital projects.

By protecting the City's strong credit rating and following its financial policies, the department helps Fredville pay for infrastructure and daily operations while keeping financial risk low. Debt reports are posted on the Budget page.
