How Fredville Is Governed
Fredville is a home rule city. It follows the laws of Texas and its own City Charter, which local voters first approved in the middle of the last century and have amended from time to time since then. The city uses the council-manager form of government, which pairs strong elected leadership and representative democracy with a professionally trained city manager who runs daily operations.
As the legislative branch, the City Council makes the community's key decisions. Authority rests with the elected council, which, among other duties, adopts the annual budget and sets the tax rate. Council members also concentrate on the city's goals and major projects and on long-range questions such as growth, land use, capital improvement planning, how capital projects are financed, and strategic planning. In addition, the council oversees and evaluates the work of the city manager.
