When You Need a Permit
Under the 2021 International Residential Code and International Building Code, a property owner or authorized agent must apply to Building Inspections and receive a permit before doing, or hiring someone to do, any of the following: building, enlarging, altering, repairing, moving or demolishing a building or structure, or changing how it is occupied; or installing, enlarging, altering, repairing, removing, converting or replacing any electrical, gas, mechanical or plumbing system that the code regulates.
- A structure is anything that is built or constructed.
- Every application is reviewed before a permit is authorized and issued. Review can take several days depending on the type of permit. Email [email protected] to ask about ways to submit.
- Permit fees may be paid online or in person at City Hall, 100 Civic Center Drive, Fredville, TX 75999. See the fee schedule for details.
International Code Council
The City of Fredville belongs to the International Code Council (ICC), a membership association focused on building safety and fire prevention. The ICC writes the codes used to build homes, schools and commercial buildings, and it now offers those codes online for free viewing.
The ICC also offers information on building safety, permits, codes, disaster readiness, cleanup after floods and other topics.

Fredville Starts 2026 Strong
Published January 2026
Building Inspections began the year with shorter average review times and more online inspection slots.
Online Permit Processing Notice
Applications filed in the online permit portal are handled in the order they arrive. Each one is sent to every department that needs to review it for compliance.
The city works to finish each review within the target timeline shown on the submittal. Building Inspections reviews generally take 5 to 14 business days, not counting holidays, depending on the project. The overall time to get a permit depends on the permit type, how many departments must review it, and whether the documents submitted are complete and correct.
24-Hour Inspection Requests
Everyone listed as a contact on a permit can use the online permit portal to view plans, schedule inspections, check results and upload documents.
- Requests made before 7 a.m. can be scheduled for the same day. Requests made after 7 a.m. are scheduled for the next business day.
- We aim to complete every inspection on the day it is requested, but heavy workloads, weather or other surprises can push some to the next business day. When that happens, we try to let the requester know about the change.
- The office is open, and inspections are done, from 8 a.m. to 5 p.m. Monday through Friday, except on published city holidays. Please have your permit number and project address ready when you call.
- Construction within 300 feet of a residence is limited to the hours of 6 a.m. to 10 p.m. under the Code of Ordinances.
Under the Unified Development Code, no activity may create strong glare or shine direct light across a property line in a way that becomes a nuisance.
