Home Rehabilitation and Reconstruction
Low- and moderate-income homeowners who are 60 or older, or who have a disability, can apply for deferred-payment loans or loans at 0% or 3% interest, up to $65,000, to rehabilitate a single-family home. The program works hand in hand with the City's CDBG rehabilitation program. Applications are taken in the order they arrive, and rehabilitation or rebuilding work is scheduled according to need. For details, call (555) 010-3652, the Housing and Neighborhood Services line.
Homestead Benefits for Seniors
Seniors age 65 or older who own their home and use it as their primary residence qualify for a $40,000 homestead exemption from the City. The City also freezes the city property tax for seniors who apply for the Senior Exemption. Once you turn 65 and file, your city tax bill on that home will not go up. Even if you stay in the house for decades and its value doubles, you will keep paying the amount you paid in that first year.
To check the status of your exemption or ask about applying, contact the appraisal district for your county:
- The eastern county's appraisal district: (555) 010-5645
- The western county's appraisal district: (555) 010-2833

Medication Disposal Program
Fredville's Medication Disposal Program offers residents a safe, year-round way to get rid of unwanted medicines. Bring them to the FVPD for disposal, including prescription drugs and narcotic painkillers, medication samples, pet medicines, medicated creams and lotions, over-the-counter drugs, vitamins, inhalers and unopened epinephrine auto-injectors. Call (555) 010-3282 if you have questions.
Pet Safety Pack
Free Pet Safety Packs are available from the ASPCA. Each pack contains a window decal that tells rescue crews there are pets inside your home during an emergency. It also includes a magnet with contact details for the ASPCA Animal Poison Control Center (APCC), so you have the center's 24-hour emergency poison help line close at hand if your pet swallows something harmful.
To request a Pet Safety Pack, call the ASPCA at (555) 010-2744.
Lockbox Program for Seniors
Through an FVPD lockbox program for older residents, a secure box holds a door key so first responders can get into the home quickly during a 911 call. If a resident cannot reach the door because of a medical or other emergency, crews can let themselves in without forcing entry.
Tax Preparation Help for Seniors
From February 1 through April 15, AARP Foundation Tax-Aide provides free help preparing tax returns. For more than five decades, the program has assisted tens of millions of taxpayers with low and moderate incomes. Volunteers are certified by the IRS, and you do not need to be an AARP member or reach a certain age to get help. Use the online Tax-Aide site locator or call (555) 010-5721 toll-free to find a location.
Tax Counseling for the Elderly (TCE) is a federally funded program in which IRS-certified volunteers help people 60 and older with their taxes. AARP Foundation Tax-Aide runs most TCE locations. Call (555) 010-5721 toll-free or look online to learn more.
Volunteer Income Tax Assistance (VITA) is a second federal grant program. Its IRS-certified volunteers prepare returns for older adults, people with low or moderate incomes, people with disabilities and filers who speak limited English. In most cases, household income must be under $55,000. To find a VITA site near you, call (555) 010-9062; help is also available online.
The Overlook Active Adult Center
The Overlook is dedicated to enriching the lives of active adults 50 and older through recreation and leisure programs. The center offers fitness areas, a gym, an indoor pool, a theater and much more. See the facility page for details on amenities, memberships and hours.
Vial of Life Project
Through this project, you can get a free front-door decal that tells paramedics where your medical information is kept. Decal orders are taken at (555) 010-9014.
