A gift certificate from the Fredville Paws Adoption Center solves that problem. It lets the person you are giving it to pick out their own pet and decide when they are ready to take on the care of an animal.
Each gift certificate costs $75 and pays the full adoption fee. You can buy one in person at the adoption center during regular business hours.
