Proposed FY27 Capital Projects
Fredville's Capital Improvement Program (CIP) is the planning tool the city uses to identify, schedule and coordinate major investments in streets, utilities, parks, facilities, public safety, technology and other infrastructure. The FY27 project list is published as part of the annual budget process for fiscal year 2026–2027, which begins October 1, 2026, and ends September 30, 2027. The materials give residents a clear view of planned projects and help the City Council weigh capital needs and make funding decisions.
The documents below cover the following:
CIP Program Packet
An overview of the proposed FY27 program with highlights of key projects. The packet lists 62 proposed projects totaling $48,250,000.
Exhibit A: Bond-Funded Projects
- 24 projects, totaling $22,400,000, that would be paid for with certificates of obligation
- 3 projects, totaling $6,500,000, that would be paid for with water and wastewater revenue bonds
Exhibit B: PayGO and Non-Bond Projects
35 proposed projects, totaling $19,350,000, that would be paid for without new debt, using sources such as cash on hand, interfund transfers or other legally available revenue.
Funding Sources
Depending on the type of project, CIP work may draw on certificates of obligation, cash from the quarter-cent sales tax, water and wastewater revenue, hotel occupancy tax revenue, grants, earlier bond proceeds or other legally available funds. Projects tied to the General Obligation Bond Election of May 2, 2026, are not part of the FY27 CIP.
Subject to Change
Because the CIP is a planning document, listing a project does not guarantee it will be approved, funded or built. Scopes, timelines, cost estimates and funding sources may shift as each project advances from budget review to design, purchasing, Council approval and construction. The City Council will discuss the projects at a series of budget meetings and is scheduled to consider the final list by ordinance on September 15, 2026.
