Any roof replacement, re-cover or repair on a home requires a Residential Re-Roof Permit. The permit helps make sure the work meets the codes the city has adopted.
All roofing work must be done, and then maintained, in line with the Unified Development Code, the International Property Maintenance Code and the Fredville Code of Ordinances. No residential re-roof may begin until the Building Inspections Division has approved a permit.
Step 1. Review the Requirements
When you apply through the city's online permitting portal, you will be asked for the following.
1. Location
Enter the property address. If the system does not list it, contact Building Inspections.
2. Type of Work
Give a short description of the job, along with the square footage and project valuation where they apply.
3. Contacts
List everyone involved, such as the applicant, contractor, property owner and architect.
- Applicants need to be registered users of the online permit portal.
- Contractors working in Fredville must be registered with the city as a General Contractor.
4. Additional Details
- Describe the work more fully. For example: tear off the existing asphalt shingles, check the decking for rot or damage, install new underlayment, flashing, drip edge and vent boots, and finish with architectural shingles.
- Review the residential re-roof permit requirements based on the International Residential Code (IRC).
5. Attachments
- Architectural or structural plans: including any related drawings for the project is recommended.
- Other plans or documents: upload the manufacturer's specifications for the roofing material you plan to install.
Step 2. Apply Online
Building permit applications are submitted through the city's online permitting portal. First-time users will need a working email address to create an account, which takes about five minutes.
Step 3. After You Apply
Once your application is complete, processing usually takes five to ten business days. Approval may take longer if staff need corrections or more information from you.

Inspections
- Inspections follow the 2021 International Residential Code.
- Work may not continue past any required inspection point until that inspection has been approved (2021 IRC, Section 109.4).
- The permit holder or an authorized agent is responsible for requesting each inspection through the online portal once work is ready, and for giving the inspector access to the work.
- Beyond the inspections listed in IRC Sections R109.1.1 to R109.1.4, the Building Inspections Division may make or require other inspections needed to confirm compliance with adopted codes and other laws the city enforces.
- Other forms or reports may be needed during the inspection process. An inspection attachment guide (PDF) is available to help.
- A list of the typical inspections for a residential re-roof is also available (PDF).
