Any development proposed inside a Special Flood Hazard Area (SFHA) or mapped floodplain, or within 200 feet of one, needs a Floodplain Development Permit before work begins. The permit confirms that the project complies with the floodplain article of the Unified Development Code (UDC), which sets the city's floodplain rules.
Step 1. Check What Your Project Needs
Before a permit can be issued, the city needs the application parts that fit your project. A site that only borders a floodplain may need nothing more than Part 1, which the city floodplain administrator reviews. For help with the form or with any other rule for building in the floodplain, call the floodplain administrator at (555) 010-1815.
- Part 1: Application requirements. Every project needs Part 1, and it is filed online through the online permit portal.
- Part 2: Engineering certification. Part 2 must be prepared, signed and sealed by a professional engineer who holds a Texas license. Include electronic copies of the hydrologic and hydraulic models behind the analysis so city staff can review them. Upload the finished form as a document in the same portal account that holds your Part 1 application.
- Part 3: Authorized representative. Part 3 names the person the property owner has chosen to speak for the project, someone who knows it well and can answer questions about the information submitted. Upload it to the portal along with Parts 1 and 2.
Projects in the city's extraterritorial jurisdiction (ETJ) in the county use a separate ETJ application packet that combines Parts 1 through 3. To get the packet or ask about an ETJ project, call the city floodplain administrator at (555) 010-1815.
Step 2. Submit Your Application
Part 1 is submitted through the City of Fredville's online permit portal. When Parts 2 and 3 apply, complete them and attach them as documents in that same account. New users need a working email address to register, and creating an account usually takes about five minutes.
Step 3. Review and Approval
Most complete applications are reviewed in 5 to 10 business days. If the reviewer asks for corrections or more information, approval may take longer, depending on how quickly the applicant responds.
