Wireless providers need a Network Node Right-of-Way Permit before they place small-cell equipment in the public right-of-way. The permit covers installations on new or existing structures, whether the city or a private party owns them, including streetlight poles and traffic-signal poles.
Fredville has adopted a design manual that sets out the technical standards providers must meet when they build network nodes, node support poles and the ground equipment that goes with them in city right-of-way. The manual is available as a PDF from the Engineering Department.
Step 1. Gather What You Need
Before a small-cell permit can be issued, the city needs:
- Information about the network provider and about the applicant
- A set of construction plans
- A letter on the general contractor's letterhead that lists each subcontractor's name, address and phone number and explains the work each one will perform
- The contractor's certificate of insurance, which should already be on file through contractor registration (insurance requirements appear in the city's right-of-way management ordinance)
- A location and work description naming the streets, the termination points and the linear footage of any cable work, with extra locations on a separate attachment when needed
- The on-site requirements for node right-of-way permits (PDF), reviewed and followed
Step 2. Submit Online
Applications are filed through the city's online permit portal. New users set up an account with a working email address; registration usually takes about five minutes.
Step 3. After You Apply
Most completed applications are reviewed within three to five business days. If staff need corrections or more information from you, approval can take longer.

- Rent for each node is $250 per year. Rent begins to accrue three months after the city releases the permit.
- The first rent payment is prorated by the number of months left in that calendar year. After that, invoices follow the calendar year, January 1 through December 31.
- Applications and payments are both handled in the online permit portal.
