Program Purpose
The Fredville Housing Rehabilitation Program works to stop the decline of older homes and the spread of blight by repairing and conserving the houses the city already has. Its aim is to keep neighborhoods stable, livable and attractive. In the process, it helps low- and moderate-income families secure safe, decent housing and spares the community the costs that come with urban decay.
The Housing and Neighborhood Services Department (HNS) runs the program with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). Repairs are made only to eligible homes inside Fredville city limits.
Contractor Requirements
The Contractor Handbook (PDF) explains how firms and individual tradespeople are approved for the program's list of eligible contractors. It also describes how the City monitors approved contractors to confirm that their credentials and quality of work stay acceptable. These rules apply equally to general contractors and subcontractors.
- Contractors must carry any license and bond the City requires for their trade.
- Each contractor must file an application with Housing and Neighborhood Services and keep it current, reporting any change in business name, address, phone number or insurance.
- Before a contractor is added to the approved list, HNS checks the federal System for Award Management (SAM) and confirms the contractor's experience, capacity, finances and record of satisfactory work.
