Comprehensive Plan

A comprehensive plan is a city's main policy guide for growth. It gives zoning, subdivision rules and other development regulations their legal footing and helps ensure they are applied consistently. It also helps leaders budget local development dollars, coordinate projects and make decisions grounded in careful research and clear criteria.

Fredville's Comprehensive Plan looks ahead roughly 20 years to shape how the city grows. It is meant to be a living, strategic document: as fresh data arrives and new trends appear, the plan will be updated to reflect them.

The updated plan is organized around Guiding Principles, which are broad policy themes that set its scope and structure. They grew out of a baseline study of Fredville and comments from the public. Arranging the plan this way makes it easier to see how different issues affect one another.
