What a PD Is
A Planned Development District, usually called a PD, is a custom zoning district created when a project needs more design freedom than a standard district allows. PDs let a developer blend several land uses, such as different housing types alongside shops, offices or other non-residential space, into one coordinated development.
A PD may depart from the usual requirements of the zoning code, provided the project still honors the purpose behind those rules. It is not the right tool for small adjustments to standard requirements; minor relief of that kind is handled through other processes.
The rules for special districts, including PDs, are found in the Special Districts article of the Fredville Unified Development Code. The Planning Division can provide a copy or point you to the relevant sections.
Adopted PD Ordinances
Every PD is created by an ordinance approved by the City Council, and each one receives a sequential number in the format PD-001, PD-002 and so on. When a district is later amended, the change is usually recorded with a letter added to the original number, such as PD-014A or PD-014B.
The city maintains several hundred adopted PD ordinances. To find the one that applies to a property:
- Look up the property on the city zoning map, which shows the PD number for land zoned as a planned development.
- Search the PD library by number to open the adopted ordinance, its exhibits and any later amendments.
- Check for lettered amendments, since an amendment may change the standards in the original ordinance.
- Contact the Planning Division if you cannot locate a district or need a certified copy.
Some larger ordinances include detailed site plans and design exhibits, so their files can take a while to download.
