Before construction starts on any of the project types below, the contractor must file a Traffic Control Plan Application and have it reviewed by the Transportation Department:
- Capital improvement projects
- Franchise utility projects
- Private development projects
- Public works projects
- TxDOT projects
Step 1: Gather What You Need
Each Traffic Control Plan Application must include:
- The public works project number or TxDOT CSJ number, if the project has one
- Project details: project name, type of work, inspector's name, location, the date the traffic control plan begins and the expected completion date
- Contact details for the property owner, the contractor and the project manager
- A detailed barricade plan tailored to conditions at the work site, uploaded with the application
- Approval from the regional tollway authority when work takes place within its right-of-way
- Approval from TxDOT when work takes place within state right-of-way

Step 2: Submit Online
Apply for a traffic control plan through the city's online permitting portal. New users need a valid email address to register, and setting up an account takes about five minutes.
What Happens Next
Once your online application is complete, review usually takes about four business days. If staff need corrections or more information from you, approval may take longer.
Help by Phone or in Person
Staff are glad to help over the phone or at City Hall if you have trouble with the online application. Online submittals are preferred, but a paper Traffic Control Plan Application (PDF) can also be turned in at the office.
