System Changes Could Impact Business Partners

In October 2026, the City of Fredville moves to the new enterprise resource planning (ERP) system. The upgrade will change, and improve, how the city works with suppliers and customers, with better tools for purchasing, contracts, billing and payments.

Save this page and check back often for the latest updates. Information is organized below for suppliers, customers and small businesses.

New Supplier Service Portal

The new Supplier Self-Service Portal is on its way, and a link will be shared here when the system goes live in October.

The portal is part of the ERP rollout and gives suppliers one convenient place to manage their relationship with the city.

Suppliers will be able to use the portal to:

  • Register as a city supplier
  • Sign up for upcoming bid opportunities
  • Finish the required onboarding steps
  • Keep company details current, such as addresses, contacts and commodity codes
  • Maintain the records needed to receive payments
  • See and update their account details

Vendors and Suppliers

Suppliers Already Doing Business with the City

If the City of Fredville has paid your company for goods or services at any point in the last 24 months, your supplier record will be carried over from the old financial system into the new one.

Once the new system launches in October 2026, please log in to the Supplier Self-Service Portal and confirm that your contacts, addresses and payment details are correct.

Electronic Payments (ACH)

The city recommends that suppliers sign up to receive payment for approved invoices through the Automated Clearing House (ACH).

Why choose ACH?

  • Payments are processed more quickly
  • Transactions are more secure
  • No more lost or late paper checks
  • Funds go straight into the bank account you choose

Paper checks remain available for suppliers who want them, but ACH is the most efficient option.

Stay Informed

We will post more about supplier registration, the new e-procurement platform, onboarding, training and the rollout schedule as details are confirmed. Thank you for working with us as we build a purchasing process that is faster, more open and easier to use.

New E-Procurement Platform

The city's online bidding system is moving to a new strategic sourcing platform that is part of the ERP system, so the entire procurement process can happen electronically.

On the new platform, suppliers can:

  • Sign up for alerts about new solicitations
  • Open bid and proposal documents
  • Download addenda and other solicitation changes
  • Submit bids and proposals online
  • Follow each solicitation through evaluation and award
  • Sign contracts electronically with secure digital signatures

Important: Any supplier that wants to compete for future city contracts, including those already bidding today, must register on the new platform. Accounts in the previous procurement system will not carry over.

Customers

We want every customer interaction to be secure, reliable and easy. That is why the city is upgrading its accounting tools to the new ERP system and the new payment processing system.

Water billing is not affected, because the water utility completed its own system upgrade in an earlier year.

As the Finance team upgrades several core systems, you may see changes in how some city bills look and in the ways you can pay them. The new tools are built to process payments faster and make accepting and posting payments simpler and more intuitive.

The new systems launch in October 2026, after a transition window that begins in late September. We have planned carefully to keep disruptions to a minimum, but some services may be briefly delayed during the changeover.

We appreciate your patience while we make these improvements for everyone.

ACCESS FV Small Business Program

Fredville's small business enterprise program, known as ACCESS FV, helps small firms learn about, get ready for and win contracting and purchasing opportunities with the city and other public agencies.

In city solicitations, the program gives evaluation incentives to:

  • Certified small business enterprise (SBE) firms based in Fredville
  • Certified SBE firms based in the regional market area made up of the surrounding counties
  • Prime contractors that hire certified SBE subcontractors for city projects

Submitting Bids Electronically

Whenever possible, please send bids and proposals through the new e-procurement platform rather than on paper.

Submitting online offers:

  • A quicker, simpler process
  • Secure delivery of your documents
  • Instant confirmation that your submission arrived
  • Up-to-the-minute access to solicitation changes
  • The ability to track your submission through evaluation, award and contract signing

Paper responses will still be accepted when a solicitation allows them, though electronic submission is preferred.

ACCESS FV is neutral with respect to race and gender. To learn more, email [email protected].
