Residential Pool and Spa

Anyone building a swimming pool or spa at a home in Fredville needs a permit from the Building Inspections Division before work begins. Every pool must meet the 2021 International Swimming Pool and Spa Code (ISPSC) along with the other codes the City of Fredville has adopted.

Applying Online

Applications are filed through the online permit portal. Have the following ready when you start:

  1. Location: the property address. If the portal cannot find your address, contact Building Inspections so staff can add it.
  2. Type of work: a short summary of the project, including square footage and project valuation where they apply.
  3. Contacts: the people involved, such as the applicant, owner, contractor and architect. Applicants need their own portal account, and the contractor must hold a General Contractor registration with the city.
  4. More information: a fuller description of the job, for example "dig and set a 12 ft. by 36 ft. fiberglass pool."
  5. Attachments (items marked * are required):
    • *Site plan: a to-scale drawing or the survey you received when you bought the home. It needs dimensions and must show property lines, easements, streets and driveways, and both existing and planned structures. The local electric utility must review and stamp the pool location to confirm it does not conflict with overhead or buried power lines. The plan must also show a pool barrier fence that meets the ISPSC; the Residential Pool Guidelines explain what is needed.
    • *Architectural or structural plan: drawn to the currently adopted ISPSC and sealed by an engineer licensed in Texas. This is especially important when the pool sits 6 feet or less from the house.
    • Drainage plan: depending on the project, staff may ask for a plan showing that the work meets the city's Unified Development Code. The finished grade and pool deck may not block or change the lot's drainage design.
    • Other documents: anything else staff may need, such as a site survey or a design letter from an engineer.

Inspections

These rules apply to residential swimming pools and spas:

  • Inspections follow the 2021 International Residential Code (IRC) and the ISPSC.
  • Each stage must pass inspection before work moves past that point (2021 IRC, Section 109.4).
  • The permit holder or an agent is responsible for requesting each inspection through the online portal once the work is ready, and for giving the inspector access to the site.
  • The division may also order additional inspections, on top of those set out in IRC Sections R109.1.1 to R109.1.4, whenever they are needed to confirm the work follows adopted codes and local law.
  • Extra forms or reports may be requested during the process, such as the Pool Barrier Requirements. An inspection attachment guide is available to help.
  • An inspection process guide lists the inspections usually needed for this kind of permit.
