Before a new or remodeled food establishment can open in Fredville, its owner or operator needs a Health Permit from the Health and Environment Department. You may also see this permit called a "Food Service/Establishment Permit" or an "Environmental Regulated Facility – Food Permit."
When the department reviews plans for a food business, staff check for:
- An asbestos survey
- Any possible cross-connection with the public water system
- Industrial waste sampling points on the sanitary sewer line
- Grease traps, where they are required
- Compliance with local, state and federal rules
Every application must include facility plans. The drawings need to show the floor plan, the layout of fixtures and equipment, a schedule of room finishes and a plumbing riser diagram.
Step 1: Apply for a Certificate of Occupancy
A new business, or an existing one changing hands, must file a Certificate of Occupancy application online with the Building Inspections Division. The Certificate of Occupancy page explains how to apply.
Step 2: Apply for a Commercial Building Permit, if Needed
Any construction or remodeling also requires a Commercial Building Permit, filed online along with the Certificate of Occupancy. That includes new buildings as well as renovations, rehabilitation, retrofits, demolition and additions of any size. See the commercial building page for application steps.
Step 3: Complete the Solid Waste Verification Form
Fill out the Solid Waste Verification Form ahead of time. You will upload it as part of both your online Certificate of Occupancy application and your Health Permit application.
Step 4: Apply for the Health Permit
Once your Certificate of Occupancy application from Step 1 is in, the Health and Environment Department reviews it and sends you a request to complete the Health Permit application.
You may turn in the Health Permit application electronically or in person. By contrast, the online permit portal is the only way to file building permit and Certificate of Occupancy applications.

Step 5: What Comes Next
When your applications are complete, the online portal will list the inspections your project needs. Along with the other Certificate of Occupancy inspections, an Environmental Specialist must perform a pre-opening inspection of any food service establishment. City staff will reach out to schedule these visits.
The permit is issued once the facility is finished and meets all City of Fredville and State of Texas rules.
