Housing Rehabilitation Program

Fredville homeowners with low to moderate incomes may qualify for a home improvement loan through the city's Housing Rehabilitation Program.

For residents who are 60 or older or who have a disability, the program combines federal CDBG and/or HOME funds to offer up to $28,000 for a full rehabilitation or up to $140,000 to reconstruct the home. To protect the city's investment, a lien is placed on each assisted single-family, owner-occupied home.

Assistance depends on household income. It may take the form of a Deferred Payment Loan (DPL) or a loan at 0%, 1% or 3% interest to rehabilitate a single-family home. The program does not assist multi-family properties.

The program's purpose is to keep eligible single-family homes from falling into decline by helping their owners repair and maintain them.

Eligible Applicants

  • You must be at least 60 years old, or have a long-term disability and provide a statement verifying it.
  • The property may not carry a reverse mortgage.
  • The home must be inside Fredville city limits, lived in by the owner and have been the owner's primary residence for at least three years.
  • You may not have received help from the city through any earlier housing program. Exceptions require approval from the Director or Manager.
  • Processing begins only after you turn in every application document and all supporting paperwork.
  • Your household's yearly income may not exceed 80% of the HUD median income for the Fredville area (see the table below).
  • Deferred property taxes on the home may not total $44,000 or more.

How the Program Works

Applicants reach Housing and Neighborhood Services by walking in, calling or being referred. The department then handles:

  • A first look at the condition of the home
  • Documenting that the applicant is eligible
  • Inspecting the housing unit
  • Writing general specifications for the work
  • Gathering and processing contractor bids
  • Certifying the repair contractors
  • Overseeing the construction work
