Building in the Floodplain
Every development project in the City of Fredville requires both local and state permits. City ordinances and building codes set the rules for building in floodplains, and those rules are what allow residents to buy flood insurance from the federal National Flood Insurance Program (NFIP). Building in a floodplain without a permit is against the law. Report unpermitted floodplain work by calling the Stormwater Department, (555) 010-2124.
Fredville is an NFIP participating community. To meet the program's terms, the city has adopted floodplain management rules in several ordinances. These rules tightly restrict development in the 1% annual chance floodplain, which is the land expected to flood in a storm that has a 1-in-100 chance of happening in any given year.
Elevation Standards
- New buildings must have their lowest floor at least 2 feet higher than the 1% annual chance flood elevation, or at least 1 foot above the "ultimate" water surface elevation, using whichever of the two is higher.
- Manufactured homes must be raised at least 3 feet higher than the 1% annual chance flood elevation.
Flood Studies and Insurance
Anyone developing land along one of the city's major creeks must give the city a flood study. The study must show where the 1% annual chance floodplain lies and how high the water surface would rise, under both current and projected future land use.
If any part of a lot lies in the 1% annual chance floodplain, a mortgage lender may require flood insurance, even when the house itself is outside the floodplain.
