What is a Concept Plan
A Concept Plan helps a project move through development review faster and at lower cost by settling site design questions before detailed design begins. It also confirms that the project fits the Comprehensive Plan, meets federal and state rules on stormwater runoff and drainage, and follows the city's Drainage Design Manual. Each Concept Plan must be approved by the Planning and Zoning Commission.
See the Concept Plans article of the Unified Development Code (PDF) for details.
Step 1. Schedule Pre-Application Meeting
Sitting down with city staff before you apply helps you put together a complete development application for the Planning Division and flags major issues your project could run into once it is submitted.
The Planning Division requires a pre-application meeting before it will accept an application.
Staff hold these 30-minute meetings by video call every Thursday, starting at 8:30 a.m. Use the online pre-application meeting scheduler to book a time.
Step 2. Check the Development Schedule
Applications move through review on the schedule set out in the Development Calendar (PDF). For each review cycle, the calendar shows the deadline to submit an application along with the meeting dates for the Development Review Committee, the Planning and Zoning Commission and the City Council.
Step 3. Apply
Concept Plan applications must be filed through the city's online permit portal. If you are a new user, you will need a valid email address to create an account; setup takes about five minutes.
Questions? The Planning Division can help by phone at (555) 010-8724, or you can visit in person for help with the online application.
Step 4. What Happens Next?
Your submission goes first to the Development Review Committee, which reviews it and issues comments. The Concept Plan then goes to the Planning and Zoning Commission and the City Council for consideration.
More information is in Fredville's Development Guide (PDF).
