The Capital Improvement Advisory Committee reviews the city's Capital Improvement Plan and impact fee analysis and gives its recommendations to the City Council.
Meetings
The committee meets two times each year. Meetings take place in person in the Council Briefing Room at Fredville City Hall, 100 Civic Center Drive. See the community calendar for the next meeting.
How to Apply
Residents who would like to serve can fill out the committee membership application and turn it in to the City Secretary's Office. That office also keeps the committee's agendas and minutes.
Committee Members
The committee has five members, appointed by the mayor and City Council. No member may do business with the city as a vendor or supplier. A current member list is available from the City Secretary's Office.
Committee Duties Under the Unified Development Code
Impact fees are based on two documents, the land use assumptions and the Capital Improvements Plan, and both must be updated at least once every five years, or on whatever schedule state law sets. Under Chapter 395 of the Texas Local Government Code, the City Council may instead find that an update is not needed.
The committee serves only in an advisory role. Its duties are to:
- advise on and help with the adoption of land use assumptions;
- study the Capital Improvements Plan and submit written comments;
- monitor and evaluate how the plan is being carried out;
- file reports twice a year on the plan's progress and tell the City Council about any perceived unfairness in carrying out the plan or charging the impact fee; and
- let city staff and the Council know when the impact fee, the Capital Improvements Plan or the land use assumptions need an update or revision.
Committee rules:
- Members choose a chair to run meetings and a vice chair to fill in when the chair is away.
- Every meeting is open to the public, with notice posted no less than 72 hours ahead.
- Robert's Rules of Order guide the committee's business where they apply.
- A majority of the members makes a quorum.
- The committee receives every professional report prepared on developing or carrying out the Capital Improvements Plan.
