Clearing Grubbing and Earthwork

About This Permit

Before anything can be built on a raw site, the ground has to be cleared. Clearing and grubbing is mostly surface work: crews cut down and haul away trees, pull stumps and roots, and remove brush and other debris. Contractors finish this stage before foundations are poured, utilities and pipelines are laid, or even temporary access roads are cut, so it is one of the earliest steps on any residential or commercial project.

A Clearing, Grubbing and Earthwork Permit lets the applicant put erosion controls in place and start the grading and other soil-disturbing work tied to the development.

Step 1. Check the Requirements

The City needs the following before it will issue this permit:

  • The project name, its address and its legal description
  • Information for the contractor, who serves as Primary Operator, and for the owner, who serves as Secondary Operator
  • The start date and the date the work is expected to be finished
  • The Primary Operator's signature, matching the signature on the fully executed Stormwater Pollution Prevention Plan (SWP3) or Construction Site Notice (CSN)
  • Every SWP3 and CSN item, along with the NOI (Notice of Intent) and NOT (Notice of Termination) filings, as explained in the SWP3 submittal requirements
  • An inspection of installed best management practices (BMPs) before any soil-disturbing work begins
  • A Floodplain Development Permit for any work inside the floodplain
  • Ongoing site upkeep by the Primary Operator until the NOT has been filed

Step 2. Submit Your Application Online

Applications are filed through the city's online permitting portal. New users set up an account with a working email address; registration usually takes around five minutes.

Step 3. After You Apply

Most permits are reviewed within three to five business days of a complete submittal. If staff need corrections or more information from you, approval can take longer.
