Planning FAQ

How can I submit a development application?

Development applications are filed online through the city's permit portal. The Development Process page walks you through each step.

Where can I find out who owns a parcel?

Official ownership records are kept by the county appraisal district.

What is a Planned Development District?

A Planned Development District, or PD, is a type of zoning that can be applied anywhere inside the city limits. It lets a property be developed for one or more uses that its base zoning would not otherwise allow, or would allow only conditionally. A PD carries its own development regulations and is tied to one or more site plans, and it can also set standards that differ from those of the underlying district. See Planned Development Districts for more.

Which uses are allowed in a particular PD?

Planning staff can answer questions about the uses permitted in any specific PD. Call (555) 010-8724.

What happens at a pre-development conference?

It is an early, informal meeting between an applicant and city staff. The conversation helps the applicant get ready to file and can bring to light significant issues the project may run into once it is submitted. Staff recommend a conference before you turn in a site plan or a specific use permit request. You can schedule a pre-development conference online.

Can the City provide a survey of my property?

No. The City of Fredville does not keep property surveys on file. To get one, hire a licensed surveyor.

What is the Early Notice Neighborhood Notification Program?

Through this program, the city sends neighborhood organizations information about development proposals inside their boundaries or close to them. Because the notice arrives at the start of the review process, groups have extra time to study a proposal and offer comments well before the public hearing notices required under Texas law go out.

Participating organizations usually hear about a pending request about a week after the developer files it. To register your HOA for the Early Notice Neighborhood Notification Program, sign up online or contact Calvin Rourke at (555) 010-9145 or [email protected].

Where can I look up City ordinances and allowed uses?

The permitted-uses section of the Unified Development Code lists the uses allowed in each zoning district. If you need to confirm whether a use is allowed in a given district, the Planning Department can check for you at (555) 010-8724.

How do I find the zoning for a property?

For zoning questions, Planning staff are available at (555) 010-8724. You can also open the city's interactive map and turn on the Zoning or Zoning Planned Development layer to see current zoning; see Zoning Maps. To view the ordinance for a Planned Development, click inside the PD area on the map and then select the "more" button.

Carports, Accessory Structures and the ZBA

Carports in a front or side yard need approval from the Zoning Board of Adjustments and Appeals. When a request satisfies the conditions in the code's accessory-structure rules, staff can approve it administratively; requests that fall short of the minimum standards go to the Board.

A rear-yard carport that meets every accessory-structure standard is allowed by right, as long as a building permit is approved. If it misses any minimum requirement, Board approval is needed.

Converting a garage also takes approval from the Zoning Board of Adjustments and Appeals. Staff first review the request for administrative approval under the accessory-structure conditions, and a request that does not meet the minimums goes to the Board.

The full requirements for carports, accessory structures and garage conversions are found in the accessory-structure rules of the Unified Development Code.
