Engineering Permits
Work on public infrastructure that will be dedicated to the city needs a permit from the Engineering Department, and every permit the Engineering Division issues comes with a required inspection.
Clearing, Grubbing and Earthwork
This permit lets an applicant put erosion controls in place and start the earth-moving work that comes with a development project. See how to apply.
Floodplain Development Permit
Any development proposed within 200 feet of a floodplain or Special Flood Hazard Area needs this permit. Find out how to apply.
Franchise Utility Notification Permit
Through this notification permit, the Engineering Division confirms that franchise utility lines and equipment are placed in the correct spot along the public right-of-way, and that any disturbed area is restored to an acceptable condition when the work is done.
Right-of-Way Permit for Small Cell Network Nodes
A network node permit covers small-cell equipment mounted in the public right-of-way on new or existing structures, whether privately or publicly owned, such as streetlight and traffic-signal poles.
Public Works Construction - Paving Permit
Review the requirements and application steps for a paving permit. Paving built as part of public works may not begin until it is permitted, and it is inspected by Engineering Division staff.
Public Works Construction - Utilities Permit
Review the requirements and application steps for a utilities permit. Like paving, public utility construction must be permitted first and is then checked by Engineering Division inspectors.
Stormwater Pollution Prevention Plan (SWP3)
The city will not issue a Clearing, Grubbing and Earthwork Permit until a Stormwater Pollution Prevention Plan has been submitted and released.

Texas Department of Transportation (TxDOT) Permits
Every TxDOT permit is held by the city itself, not by the private developer. Send permit plans to the Engineering Department, which reviews and processes them, and make sure every required TxDOT permit is in hand before construction starts.

A complete submittal is usually processed in 24 to 48 hours. If the applicant needs to make revisions, approval may take longer.
